Sarari Hair and Beauty, Iias A nice salon in the outside mall part of Iias. I don't think anyone speaks English, but they were open to gestures! I was incredibly happy with my cut and it was a reasonable price. (hot-pepper often has offers for this salon).
If you live near Technopark Sakura, I think the one in front of Kasumi is good. I don't remember its name, but it shares small building with the dry cleaning shop, facing the parking lot not the road. You need to have their coupon in order to get discount, about 2,000 yen after discount.
I go to the salon in Seibu. I have been happy with colours there for 3 years but it is EXPENSIVE! I don't get a cut because cuts start at 4000 only for cutting (shampoo not included). Luckily I keep my hair long and straight so ask my husband to trim the bottom of it. Do the fringe (bangs) myself which took practice. By the way, no-one in the Seibu salon speaks English at all.
