This park is modeled around the theme of water. A 60-meter-high Rainbow Tower and museum are located at the park.
The park is located on the northern branch of Lake Kasumigaura. It may be reached by car on Highway 354 at the east end of the bridge. It is a four-minute taxi ride from Tamatsukuri Station on the Kashima Railway. One may transfer at Ishioka Station from the Joban Line.
